What % of PSA set registries are self submissions?

Hi Everyone,
What percentage of cards in a high-quality PSA set do you think was submitted by the set owner, and what percentage do you think was purchased already graded?
Let's take a Marshall Fogel or Charles Merkel, for example. Anyone know if these guys were originally very meticulous raw collectors that then submitted their own cards, or did they mostly buy already-graded PSA cards?
I'm sure that there are instances of both, but I just wondered if there were any any trends among "hall-of-fame" set-registrants.
The reason I ask is that with all this PSA lawsuit talk and confusion about which PSA graded cards have been potentially re-holdered by unethical sellers, I got to thinking that the one way to be sure a card has not been altered is if you are the original submitter.
