2002 Topps Commemorative packs

Has anyone heard of this? It's basically a binder with all 27 Topps packs from 2002. It sounds like a neat idea,but they say it's limited to 500 binders. Does anyone know if the binders and packs are numbered? If not,then anyone could make these up. Also,they just shipped. Why did they pick 2002? I'm curious about this.
