Use a caliper if you have it, but I've never had any problems just eyeballing it. You're not really measuring per say. Just comparing each boarder to it's opposite counterpart.
Personally, I scan the card fairly large and use PhotoShop to measure. I find that to be the easiest and most accurate way I personally have tried.
This works very well. I still use this method along with a few others I know. Also picks up everything else while you're at it....printing defects, little wrinkles, corners, and edges.
