Question on blue sheet commentary

The current blue sheet talks about Walkers and Franklins (MS) being discounted heavily in recent auctions, with some walkers selling 50% below CCDN bid. Any explanation for this? Can one really buy these and turn around and sell at blue sheet bid? Will this show up as falling prices in future sight-unseen market?
