Wild toning - is this real?

I discovered this dime in the local dealers bargin box ($1). The toning looks almost looks like neon. I've never seen anything like it, and wonder if it is real.
Who is General Failure, and why is he reading my hard drive?

If stored in an envelope over an extended period while exposed to a humid climate, clad will tone all kinds of wild colors.
