What are ICCS Flips made from? Are they PVC Free

Does anyone know what the Canadian Grading company ICCS is using for their flips? They use these instead of slabs. I was wondering if they were PVC free or not. Thanks, in advance, for any replies.

    The outside flip is PVC. The inner is not. Their design sucks. The last ICCS coin I got was a dollar which had torn through the inner part, necessitating removal. I certainly wasn't going to send it back to Canada for reholdering in their crap holder image
