pcgs's bulk order policy

For collectors club members you need 50 of the same date and mintmark for a bulk order, 25 for dealers. Doesn't that seem backwards? And you set a minimum grade with no charge for the coins that grade under that (as long as few enough do). Does this imply it is in pcgs's interests to at least give that min grade to more coins (i.e. so more grading fees are paid). Actually, you pay more money for coins grading higher than your min grade, so again, does this imply it is in pcgs's own interest to give better grades?
