    I looked through all countries with similar two headed turkey vulture things. They all have a common crown between the two heads, and none have Victoria on the obv.
    The picture is pretty close to being the correct color, it's reeded, and is the size of a sovereign(a little smaller and thinner than a US quarter)

    It is without doubt not a coin. It could be a token or counter of some sort.

    A Spielmarke seems most likely to me. They often imitated well-known coins, but to avoid accusations of counterfeiting (and suffering the mortal penalties thereof), they had to do something to make them obviously appear to be in-authentic.
