my 2000P Dime error

im sorry i dont have a pics or scans to give you all. but heres the shinizzle on the coin. 2000P US dime has a cut(planchet) not much just under the DIME in ONE DIME. the rim is mostly cut off (the top part is just flat on the part that was clipped). is it normal that the rim on that part is flatted instead of raised around the cut?
