Submit without having membership

I am confused why some people on the boards cannot understand why PSA has a program to submit cards without buying a $99 membership. You only get to submit cards and do not receive any of the items included with a membership. It is perfect for the one time/couple of times seller that receives the cards at a sale(garage, estate,moving) or receives them from a relative/friend/or death of a person. below is the info you receive when you follow the PSA link on Ebay for card grading. You only pay for shipping and grading fees.

    This must be new. a deal with ebay and a way for Psa to garner new customers. no one here really knew about this as most already had used Psa's services. Thanks though for this info it will help many. Just not me!

    In hindsight, I guess this is the reason they actually put "for gold and platinum members" on the monthly special pop ups.

    if i was not a member would i be able to submit under the specials?

    The only info that they sent me was on submissions. I would guess that you receive none of the membership perks without paying the membership fee. When I saw the Nov/Dec special $5 it was on these boards and the prices on Ebay submission service did not reflect the special. I really believe this service is for a once in a blue moon submitter, a one time only person or a collector that does not want any extras.
