1976 Bicentennial Commemorative Medal commemorating the Declaration of Independence?

I think it was distributed by the U.S. Treasury but I'm not sure.

It is made of silver, has a bust of Thomas Jefferson on the obverse and a depiction of the signing of the Declaration of Independence on the reverse.

    No, not really.

    There are few buyers for these and they'll often sell at a small discount to silver in quantity.
