Is it true that a smaller number means the coin was originally
graded earlier?

I thought they just recently passed the 10 million mark?
Why do newer slabs have numbers showing over 21 million?

99,999,999, being the max for 8 digits. With hex, an 8-digit max would be FFFFFFFF, which is 4,294,967,295
My PCGS MS65 dime would become:
13F7.65/147B163

I read in this forum that a leading "5" means the coin was graded at a show. True?

500 ... and 501 ... are show grades. Perhaps look for 502 ... soon.
Next question- Numbers in the 71 million such as this: 71026898. This is a 1947-S Washington Quarter.
What's the 7 designate? Most of the "7" slabs I have are Sacagaweas and one is an Ike.

I've heard "7s" are bulk orders. At FUN, I went through several hundred newly slabed MS Franklins and picked out a few (800 were submited). The # for these coins strarted with "7".
