What do you measure the centering with. Is it millimeters or what. I do not know?

millimeters or inches ... it doesn't matter.
The only important thing is the ratio of the two numbers.
If there's 1/4 of an inch border on the left, and 1/2 of an inch border on the right,
you add the two numbers together and get 3/4.
Then devide 1/4 by 3/4 to get .33, and 1/2 by 3/4 to get .67,
so in this case the left to right centering would be 33 / 67.
If the left border were 3/4 of an inch and the right border were 5/8 of an inch,
the centering would be 55 / 45.
Fun with mathmatics !

The only thing I can add to your excellent post is the fact that PSA allows a tolerance of
plus or minus two football fields!

Funny pics.
In reality, does anyone know of a computer program to accurately measure centering. This shouldn't be too hard (aka rocket science). A scanned images should be easily measured and a ratio determined. I'm just not savvy enough to write one. Bob
