Multipart Question

This coin here seems to be a cameo, doesn't it? I gotta ask; do you agree with his grade? Also, I know you'll all cringe at this question, but don't watery proofs dip nicely? I know alot of MS coins when dipped can show a dull grey luster, and then be rejected by PCGS, but I tried dipping common date DCAM Kennedy's, and they come out perfect. Do you think the same would result in this coin, and be gradeable by PCGS?

the devices look to be cleaned, though it could jsut be the picture
I would be wary of this coin.
if the devices are so bright, why isn't the rest of the coin???
