ANACS crossover

I just received back some NGC and ANACS crossover attemps. One coin I sent in for crossover about 6 months ago, an 1853 no arrows quarter ANACS ms-62, came back cleaned. I sent it along with this group and it came back in a PCGS ms-63 holder. Its very frustrating to me that they can have such a difference in opinions. I had 6 out of 15 in the most recent group cross, so does that mean I just keep on sending these in and more will cross next time? Is this just how the game is played?
I LOVE PROOF SEATED LIBERTY COINS AND ALL BETTER DATE SEATED LIBERTY COINS

Given it's subjective nature, I'm impressed that many companies are as consistant as they claim to be.

True. Even when there are no conflicts of interest about dealers owning stakes in TPGs and other stuff, there's still the potential conflict of interest in bodybagging and undergrading coins in order to either (a) cover their butts in the case of some condition rarities, or (b) encourage additional resubmi$$ions.
That's just a part of the game, unfortunately, and even if it's not an intentional cash grab, sometimes it feels like one...
