The obverse is at least PL maybe DMPL. It has very frosty devices with mirror like fields. Perhaps it has a slight bit too much luster for DMPL but the fields are reflective and you can read print reflected in them. The cheek is very smooth for a 64 too. The Eagle on the reverse is a bit frosty, perhaps not enough for PL. The reverse fields have a lot of cartwheel luster so are not DMPL. There are so few marks on the reverse it could be found on a 65 or even a 66.
