I'm not certain about the RPM, there looks like another loop inside the primary mintmark but that could be a shadow. The two areas you point to in the imagfe are nicks which misshaped the mintmark, not doubling. The "die chip" looks more like a folded over lamination, this is a very minor planchet error not a die error. That could also be damage, and the wear obliterated signs of metal being pushed down.

So long story short, I'm not convinced it's an error or a variety, but even if it were both they are so minor that they won't add much to the value.

If you are talking about the appearance on the left side of the mint mark, yes, it's shadow. There are only two images on the coin.

I pointed those out because they appear to be parrallel to each other and explain some of the misshapenness you mentioned.

Consider, however, the field between the raise and the olive branch. There isn't any evidence of any lamenation problem there.

Not concerned about value-added, but am very curious as to what others believe this may be. Thanks for your input! image

I see ticks also with some machine doubling inside & outside the loop. Agree that the "chip" is lamination and not chip but it's strange that the lamination didn't clamshell and break off considering the amount of wear on the coin.
Change that we can believe in is that change which is 90% silver.
