I know what you mean, but I bought a proof indian in the same holder from another seller on ebay, and he said it was a proof 63 red. When it came back from PCGS, it was a PR64 RB.

Those are Coin World holders, not real grading service holders. Any con artist can stick a coin in one and print a label. If you bought one that didn't get bagged, you got very lucky.

That's a do-it-yourself holder. In other words, it's a raw coin. The "certified genuine" is meaningless. Certified by whom? Nobody. A guy with a less-than-perfect feedback rating.
It's hazy-lookin' enough that it looks like a proof to me, from what little I can see, but not one I'd pay that kind of money for.
