action packed autograph series from the early 90's

anyone familiar with the Action Packed HOF autograph cards that are on ebay? are they certified autograph? because some of them I see the description as they are acquired by hands some would say they are cerified by the card company, how can you tell which ones are autographed base card vs the certified autograph? and I can't seem to find the checklist for that set, any help would be much appreciated, thank you
