How much to ship a card to Taiwan?

Shipping in a buble mailer? How much a buyer asked and I am not sure what it will cost to ship a card in a top load and bubble mailer. USPS.com says $2.30 AirMail and $5.00 global priority, does this sound right? Any help is much abliged.

    $5 for global priority flat rate. Any weight as long as it fits inside. About the size of a bubble mailer. Registered mail and insurance are extra though.

    In a regular top loader and padded envelope, I think it is only around 60 cents.

    Get some delivery conf, a lot of these guys are con artists. Make it clear that if he doesn't
    pay for insurance he is responsible if it is "lost"
