I'd guess real. It looks like any number of other 1908 pesos I've seen.

and not a real candidate for counterfeit as this is a common date. Looks au or there abouts to me.

It looks cleaned to me. Coins tarnish quickly in the tropical Philippine environment. Many folks there think they are helping by cleaning up their coins.
