Looking for Answers on What I Believe is a German Medal?

I bought this one on a bit of a whim simply because the design intrigued me. Any help with a direction I could go to research this one would be greatly appreciated! I speculate it's German and my wife helped translate some of it.

This iron medal commemorates the sinking of the Lusitania which was sunk by the Germans in WWI. There were many British and American passengers aboard. However there were munitions aboard as well and Goetz criticises the allies for putting innocent people in danger by essentially making them human shields. The British government caught wind of these medals and made reproductions (which this particular medal probably is) and used it for propaganda purposes to show how bloodthirsty the 'hun' really was.
