    It appears to be die deterioration doubling on the Roosevelt dime.

    This is often present when a die is highly eroded and is caused by the movement of
    metal around the devices on successive strikes. It will sometimes look like mechanical
    doubling but will often look like a poor example of the real thing. The doubling is us-
    ually out from the center of the coin and there is always a lot of die wear evident.

    Your Roosevelt was struck with a fatigued die. Each time a coin is struck, there is some metal flow as the metal in the planchet is forced into the recesses of the die. Over a period of time, the metal flow takes on the characteristics of a glacier, and begins abrading away the weaker areas of the die itself. What you see is the rivulets formed by that abrasion. What appears to by doubling of the letters is also a product of this die fatigue. The easiest way to recognize a true doubled die is to look for split serifs. I've attached a pic. If you look at the "I" in the IGWT, you'll see the effect. Hope that helps.
