can these whit spots be removed from a proof coin?

I have a 1963 half dollar that is in a PCGS green lable slab that I think would upgrade from a PR 66 To PR 67 cam or so if it were not for the white spots. On the first picture the white spots are circled and the rest of the white in the picture is from the camera. Can NCS remove this from the coin? I think I've asked this before but now that I have the image in front of me I figured I would show it to you.

    Can't really tell from the image if the problem is correctable. However, even if it is, it isn't worth the cost. The 1963 Frankie is cheap in 67CAM. By the time you got done paying NCS's minimum fee of $15, plus grading of $18, plus shipping all around, plus original coin cost, you'd have more in it than the coin is worth.

    eZest would clear it right up i,m sure.
    if you do dip it be sure to rinse the coin
    with water and acetone dips to neutralize
    any chemical residue.

    All I'm getting for your pictures are red x's... but I agree with Russ- for a common date franklin like a 63, it's probably not worth the time and money...
