Offer with sale price or without sale price

What is correct ? Sometimes I received offers from sellers that ask me to make them an offer. If they are the ones interested in selling they should let me know their price or not. Just curious. What do you think ?

    If someone is offering an item for sale, they should
    state the sale price - not the buyer.
