Family, kids, coins, sports (playing not watching), jet skiing, wakeboarding, Big Air....no one ever got hurt in the air....its the sudden stop that hurts. I hate Hurricane Sandy. I hate FEMA and i hate the blasted insurance companies.

Accordingly, premiums can range from minimal to dramatic. It depends upon the eye-appeal (and quality) of the coins themselves.
I made a 1955 10c PF69* at NGC (it's a pop 2/0)
I hope that star carries it over to PCGS PR69 (where it currently is a pop 0/0)

PF69
PF69* (maybe the coin has a 1 side CAM)
PF69CAM
PF69*CAM (again a one sided UCAM
PF69UCAM
PF69*UCAM (the moose, drippy Ultra Cameo coin)
On business strikes the * is given for eye appeal.
just how knowlageble you really are about coins.

Yes, always,..............................................................as far as the SELLERS are concerned.

Interesting question. I don't see why they couldn't give a star to a particularly attractive PO-1 coin. Have they done this yet? If so, I hope the "eye appeal" factor at the low end of the grading spectrum means "attractive, given the excessive wear", rather than "almost the next grade up".
Nevertheless, I must admit to filling the pockets of at least one seller because of eye appeal---this PCGS 52-D in MS65FS. It's by no means a reg grade and am actively looking for a 66 but I had to have this one, even tho I know I paid 50% over a 65 value.
Forgot to add this might cross to a NGC 66*.

Lowest I've seen is MS63.

Edited to add: I have one coin in now for regrade that if it gets a grade bump or the * designation it will at a minimum triple in value. I chose to have it sent it as I didn't want to leave any money on the table when I sell it. So yes the designation can be a premium. In this case if the coin gets both a bump in grade and a * the value with increase 7-8 fold. I am not expecting that it will, but better to have the money in my pocket then someone elses. It's a cheap insurance policy in my humble opinion.
I still think PCGS did/is missing the boat on this one and could/should begin their own PQ type of service.
