Why So Many Star Desig. for Franklin Proofs?

I was looking at some teletrade lots, and came across a number of Proof Franklin Halves with the NGC star. I also noticed that many previous lots had star Franklin proofs. What is so special about these pieces? Are they borderline cameo? are they remarkably clean?

    NGC tends to give stars to the borderline cameos with relatively hairline and milkspot free surfaces.
