PCGS Silver Level submission question

What's up with the 5 coin minimum submission? For the past couple of years, I've been sending in Morgans to be graded/slabbed at PCGS but never noticed this requirement. At most I sent 4, but more often sent only one. PCGS has never called me on it. What gives?

    It's a relatively recent change, made to increase profit. They will also be increasing fees starting 1 January.
