Does it really pay to get the "REVIEW" service?

If you feel a card has been undergraded, is it really worthwhile to use PSA's "REVIEW" service, in hopes that it will be more thoroughly and fairly checked, in hopes of getting a higher grade? Has anyone ever been successful at this? Are the odds better than just cracking the card out of the holder and sending it in again?

i paid and got the same grade a long time ago.....it was my first and last personal submissions to PSA
