1980 Topps baseball wrapper variation

For those of you who have opened packs of 1980 Topps, is this "Hit to Win" variation particularly scarce?

Geez, let me set the way back machine Mr. Whoppee.
If I recall correctly, the HTW is a late in the year variation that promoted the contest card inside.
Scarce ?? Maybe compared to the 15 card version, but readily available for a modest (and I mean very modest) premium. Maybe a buck or two at most.
Don't sweat it. I would have guessed maybe 10% of the run that year is that variety. Based on how many they made ........ that is a lot of packs.

Wanted: Bell Brands FB and BB, Chiefs regionals especially those ugly milk cards, Coke caps, Topps and Fleer inserts and test issues from the 60's. 1981 FB Rack pack w/ Jan Stenerud on top.

I believe that a 9 or higher pack must come out of a full box, so 8.5 would be perfect for pack condition.
