Master Set question

Would you include cards which clearly and specifically picture a player but do not give his name on the card?
The classic example here is 1967, 1968, or 1969 Topps baseball checklists, which have a head shot picture of one player (normally a HOFer) but do not give his name.
The same also holds true for Playoff and World Series cards which clearly show a player (with or without his name being mentioned in the text on the card's front).
Rather than this being purely ad hoc for a particular player's set, I think clear guidelines should be established by PSA.
