OK, you've got a '60 Nu Card Hi Lights. I"ve got no idea what the picture is of, so I pulled out my set. Turns out I've got the '61 Nu Card Scoops, and #417 has the same headline, same date (Wed, 9.23.28) and shows a picture of Merkle in a Cubs uniform (he was playing for the Giants at the time of his big boner, against the Cubs. He was traded to the Cubs in '15 or '16). 2 different pictures, same Boner.

The Bill James Historical Abstract has complete coverage of the event. This includes stories from both towns newspapers the next day and eye witness accounts. According to the accounts, there were "several" balls in play, the base was removed during "the play", fans on the field like the Stanford marching band and the final call was made by the umpires from behind the locked door of the dressing room.
