Two reasons. The wide raised rim causes it to look like the side view of the wheel used on a heavy cart, and the shear size of the coins. The two pence coin is larger in diameter than a US silver dollar, is almost a quarter of an inch thick, and weighs two ounces. The penny weighed one ounce.
