Danaca, it looks like a struck-thru. The area from the rim at the I in DIME appears to be a wire fragment, and similarly for the M, and it looks like the end of the wire was curled to look like a D. JMO

It's not my coin and it's not the best picture, but from what I remember, the second "D" did not look incuse.

I agree, it looks like it was struck through a dropped letter and it looks like it has adie crack from the rim to the torch running through the I in DIME.
