It is my understanding the Canadian Mint produces the most pure bullion coin, the gold Maple leaf (my icon) which is 24K gold. I think this is a signficant part of the RCM's claim to fame.
But no matter whether you by a maple leaf or a U.S. gold eagle, one ounce of gold = once ounce of gold, i.e. both coins will contain exactly the same amount of gold.
As for getting the biggest bang for your buck, I think you're looking at the wrong diagnostic. Better for you to examine transaction costs in a particular bullion coin. What does that mean? Look for bullion coins that trade as close to the gold spot price as possible. When you buy from a dealer, they charge you above the spot price. When you sell to a dealer, they will purchase from you below the AU spot. This is whats known as the "spread."
Gold coin dealer spreads are absurdly high and will eat your profits on both the purchase and sale. Oftentimes it looks to me as though the S.A. Kruggerands are pretty liquid and trade closer to spot than many others. Accordingly, ignore the "pureness" of the coin because 1 ounce = 1 ounce = 1 ounce: instead, beat the spread.
