funky doubling on this 1941 Washington Quarter

Check out the 4 on this Washington Quarter, it has what appears to be another 4 partially polished away to the SW. It is raised and the coin is BU. What are your thoughts?

    polish doubling
    Family, kids, coins, sports (playing not watching), jet skiing, wakeboarding, Big Air....no one ever got hurt in the air....its the sudden stop that hurts. I hate Hurricane Sandy. I hate FEMA and i hate the blasted insurance companies.

    Has more of an appearance of a retooled die- looks a litte bit like the 56 double bar 5.
