Are those Gold Coins I see on the bottom half of that proof set?

No. The center 5 Euro coin is SIlver, bu the rest of them are standard composition. The 10, 20 and 50 cent coins are made of an alloy called Nordic Gold, which is composed of:
Copper (Cu) 89%
Aluminium (Al) 5%
Zinc (Zn) 5%
Tin (Sn) 1%
