When can new icons be uploaded?

Is there a regular schedule for uploading new icons? I heard it is once a month.

    The icon upload function is activated on or about the 15th of each month. If the 15th lands on a weekend, the date is move to the previous Friday or the following Monday.
    On occasions where I will be out of the office on the 15th, I will announce an alternate date for the upload.

    The feature is activated from 10:00 am -4:00 pm Pacific Time.

    Icons need to be no greater than 100x100 and less than 10k in size.
