Poor strike?

I'm looking at the back and bottom areas of his neck. Looks a bit washed out...is this poor strike? The coin is in NGC MS plastic. What do you think is going on?

I think it's just a crummy obverse picture, the neck is probably there. If the coin were worn enough to distrub the neck you'd at elas see some rub on the hgh points of the crown or coat of arms.

I agree with you about wear but I'm wondering about the actual strike it received when being minted. NGC has it as MS65....would a bad strike coin still merit a grade of 65? Is it common for poor strikes in this series?
