I have seen several of these older slabs with a "100% Toned" label. Why did they use this on their slabs? Is it a good or bad thing? Thanks!

I don't think there's anything wrong. It seems PCI felt the need to designate white coins from toned ones. I've seen "95% white" and so forth. Personally, I love 10-digit Green PCI coins.
