How can you grade this coin with all of the toning?

I think it's more of a crappy scan issue than a toning issue. From the photo, it doesn't even look close to AU.

I can't make heads or tails out of the obverse (no pun intented) , but the reverse shows breast detail
which makes me wonder whether the coin has a shot at an MS 60. I also wonder how she would look with a good dipping?
Would the coin look white with some luster or would it look like a scratched worn old lady?

I'm seeing major rub on areas so there is no way it would go 60. Those hot points, where it's white like from a glare tell me this coin looks like it's been cleaned and reflecting the scanner light akwardly. Again, it's too bad of an image to say for sure but if I were dropping dough on that issue, I would wait for an example I can see, even if it means paying what it's worth.

Coin has already been severely cleaned - dipping will not help this dog
