"Sealed" Mint or Proof sets

If an ebay seller is advertising SEALED mint sets, should I expect it to mean "Previously opened and searched and then re-sealed", or "put into a new envelope and sealed"?
Should I e-mail the seller to confirm it?
I have read here about new envelopes being sold on e-ebay, but would they have the dates on the corner?

Yes.

It wouldn't do any good. If the seller did the sealing themselves, they sure aren't going to tell you. If they bought the sets sealed, they were likely picked over by some previous owner and repackaged, so the seller has no way of knowing.
