1973 Kellogg's Question

I have two 73 K Palmer cards where one has the little tabs where it was attached to the card next to it, and another which shows no signs of the tabs. Were these printed two different ways? Perhaps one way for individual cards in cereal boxes and another for complete sets? Anyone know??

You've got it basically right. All Kellogg's cards except 1971's were available two different ways, either in single envelopes in the cereal boxes or through mail-in orders for the entire set. The one without chads is from a cereal box envelope, which the one with chads is from a complete set, where all cards were attached to each other in sheets.
The 1971 cards were the only set not available through mail ins.
