Striped quarter?

This is a Rhode Island quarter that looks like it has some sort of planchet problem,mainly on the

obverse,but also on the reverse.Anyone have any ideas what causes this?Got it in change from the soda machine

sorry for the pic,looks more dramatic in hand
computer illiterate,becoming coin literate with the help of this forum.
