PCI Green labels

I know this subject has been brought up many times, but I've search for this question and cannot seem to find the answer in any of the previous threads.

The 10 digits were in the early green slabs. The 14 digits came later, are they also in the early green slabs too, or are they in the later green slabs where the 9 digits ones are also found?

The 10-digit slabs are the early ones... the 14-digit slabs were after they were bought and their grading standards changed... they then changed to the gold label...

Why did PCI change their standards anyway? All I have ever heard about them is if you can get a coin in an old 10 digit slab it will easily cross to PCGS at the same grade if not 1 or 2 grades higher. And if you buy a newer one make sure you discount the price by 2 grades. Sounds like a business plan to make imitation Barbie Dolls to me.
