There are many older cards that should be graded regardless of condition such as any Mickey Mantle card or Nolan Ryan's rookie, etc.
My questions are:
Are there any Topps cards from 1972 to 1981 that should be graded regardless of what they would grade?
Are there any Topps cards, exclusive of inserts, from 1982 to present that should be submitted if they would grade PSA 8?
Any thoughts/insight would be appreciated.

From 1972 to 1981, I don't think there are any baseball, basketball, or football Topps cards I would grade in ANY condition. In 6 or above, I would grade any card that has a PSA 7 SMR value of $100 or above ('72 Ryan, '73 Schmidt, '75 Mini Brett, '72/'73 Erving, Bird/Magic rookie, '72 Staubach, '72 Namath IA, '76 Payton, Gretzky rookie). Below that point, with the possible exception of the Gretzky becaus of major counterfeiting worries, I think the graded price will not be regularly greater than the raw price plus the grading fee.
