slab's material

I've heard that the PCGS's slab uses two types of material. Outside is hard plastic, and the inner core is some kind of soft material that has the texture and firmness of rubber. So I don't think any improper slabing would damage the coin by that.
However, I'm not sure what material that NGC uses. Here's a coin that looks like was damaged(the edge) when was pushed into the slab. So is the inner core of the NGC slab hard enough to damage a coin when there are some mishandling during the slabing? In this case it would be the hole that holds the coin was made too small, and they have to press hard to insert the coin.
