need help for two silver coins

I just got 2 1989 Maple leaf 1oz silver coins from ebay. There are huge brown mark on one side. Another side is polish. The seller said it is tarnish and it is not abnormal. I think it is oxidated. But it is sealed in original Royal Mint pliofilm. Does anyone know what cause this kind of brown mark? Could it be fixed? Thanks a lot.

You are both right. The toning is caused by the holder. There is probably a small air gap in the seal aroung the edge and atmoshere is reacting with the surface. Poor storage over the past 15 years (hot, humid, smoke) also contributes to the brown toning streak.
If the seller has a return policy and you are not happy, then send them back.
