1970 Topps Baseball Question

I am sure this is a stupid question but could one of you experts help me out. Here is a link to a 1970 Topps McCovey on Ebay. The card is not graded "OC" but it does show the white line at the bottom of the card. Is it proper for the 1970 cards to have that line? I notice it higher up on some 1970 cards!? What's "correct?" Thanks, in advance, for any help you can provide.
