Proof set prices

I buy a proof set now and then just for fun, but I don't collect every year. I was at an auction and saw modern proof sets were expensive for certain years. Now as we know, price is based on supply and demand. The proof set mintages remains high every year, but some go for multiples of other years. I can't believe that demand is that much stronger for a 1995 that a 1996 set. What is goin on here? Did some dealers buy large lots from the mint and are sitting on them to push up the price? Seems like they are set up for a fall.

    This is a good question- I imagine the same is true for the silver proof sets, where the values are pretty diverse- does anybody have any theories??

    What I have read in coin magazines, books and other articles is that large quantities of 95 sets were sold overseas. I don't remember the reasons for this.
